Actually, there's an NES game called Deja Vu that meets a lot of his criteria. You wake up with amnesia, there's a revolver in your desk, and you explore the world trying to figure out what happened. It's a point and click (Or as close as the NES could manage) game so you never aim but you can use the gun on anything, including yourself. If you shoot anyone who isn't supposed to get shot you get arrested and it's a game over (Or if you shoot yourself the game congratulates you for going out with a bang and then you get a game over).

Play Fallout New Vegas and play a pistol guy. The game is open, you have choice in how the story goes, and there are a bunch of pistols throughout the game so no matter what level you are you'll ve able to have a pistol that's strong enough to be useful.
