Browser issue, monitor issue, or just noticing this more?

Starting a month or two ago, I've been noticing that when scrolling or zooming in and out, I can see a faint shadow of certain things, particularly dark things. It lasts for less than a split second. I have all the image-enhancing features on my monitor (actually an HDTV) turned off.

Also, not sure if it's only with certain sites (or even exclusive to GameFAQs, I've only tested it here and on Google, which didn't have the same problem), but it seems that I get a very slight stuttering when scrolling.

Just sounds like a ghosting issue to me. While this would certainly be problematic, it isn't particularly uncommon on televisions because they weren't designed to be ultra-crisp super-low-latency like monitors are. So it might get worse, it might not, but I'm pretty sure every TV you could buy will have this issue eventually.

So it is an issue that can develop and possibly get worse (as opposed to being noticeably present since the first use)? Just wanting to make sure it's not my eyes playing tricks on me or my browser being stupid. I'm also still wondering about the browser stuttering (it's very subtle) when scrolling GameFAQs.

I know HDTVs are usually worse than monitors for PC use, so that's why I have all the processing stuff turned off. No gimmicky contrast features or noise reduction.
