Trying to cap Skyrim at 30fps for testing, my tool wont work?

I'm using RadeonPro and I capped Fps at 30 with keep upto 30 yet it runs 60fps. I just want to do some testing at different frame rates. I'm using an AMD card so the Skyrim FPS Limiter won't work because forcing vsync through CCC doesn't eliminate screen tear, and that's the fix for the screen tear the FPS limiter introduced.

No, its running 60fps but I'm trying to make it run 30fps.

Try setting your monitor to 30 Hz. That should definitely work.

Ok I changed it to 30 in refresh rate, still running 60fps Wtf lol. Also MaxCHEATER, its suprising you didn't use code to type. It's annoying.

Doesn't matter at all. If the game is running at 60 FPS but the monitor is running at 30, you'll see it at 30. Likewise, if the monitor is running at 60 FPS but the game is running anything above that, you'll see it at 60 regardless.

Well I capped it to 30 and 40 fps through the monitor, dxtory, fraps and radeonpro show it as 60 fps and it sure looks like fps. Because when I switched it back to 60 fps via monitor it looked and ran the exact same.

Don't really care if anyone doesn't believe me because I JUST tested it. I just want to run it at 30 fps to where it obviously looks slower but no matter what I cap or limit it to its still 60fps, I think its a bug.

If your monitor is refreshing at 30 Hz, it isn't possible for a game to be displaying above 30 FPS. No ifs buts or ands, it flat out isn't possible.
FPS monitoring programs only show you the FPS at the graphics card, not at the monitor.
