I just built my PC and I tried turning it on and it won't beep or go to the bios. The fans spin and the keyboard turns on. Z87 G45 mobo with GTX 770 and Corsair 600W modular psu.

I'm going to try one both sticks of RAM by themselves in each slot first to troubleshoot. But knowing that the keyboard and fans turn on does that indicate what component could be wrong? I tried booting with an hdmi cable to a working monitor and a working tv.

Try taking out the 770 and use the integrated graphics instead

The fans spin up, the lights turn on, but there's nobody home?

In addition to what the above posters said, you might have a motherboard short-circuit.
