But to answer you, yes, the more accurate an emulator gets, the more power it requires to run it.

The newer version fixed MANY things, made the HLE sound engine a LOT better... but made the emulator a LOT more resource-heavy.
Go back to the 3.5 version if the newest version is too slow for you, but keep in mind that the newest version has a LOT less bugs, and a better sound support. --- :3 Brazil, country where the World Cup is more important than a basic health system...
I have the same setup as you, OP, have you tried Twin Snakes on it?
I gave it a try kinda recently and it worked...then after a restart the sound started glitching out like mad, it sounded like one of those demonstrations that would play if you left it on the main menu on older games was going on, you'd hear Snake shooting, stuff blowing up, the Colonel talking, even though I'm just walking around doing nothing.
