I don't know where you are shopping but an i7 4770k is like 240 not 450

Go build something like this and you should be fine for witcher 3 and other games for a few years.

Yeah, I misread the pricetag. My bad. Still too rich for my blood. What do you mean by "Something like this?" Do you mean the 2nd hand build I posted up?

Get an i5 and a 660/760_7850/270x minimum. That AMD build you listed will struggle like hell on Witcher 3.

Frankly, I can't justify a 700+ build. 500 certainly, but not 700. I have a hard enough time convincing myself to spend the low budget, let alone a high.

There's a 540 build. Still play current games. If you don't like that get a 400 ps4 and play that game.
