What are the requirements for being able to add people on Steam?

I know that it says you must buy a game to add people, but I hadn't bought anything at the time but I had spent a good amount of time playing TF2. I was able to add my friend, who pretty much had the same as my account. He really only spent time playing TF2. So I'm confused.

-Who sent the request? You or him?

-Did you buy anything from the TF2 store or activate a premium gift?

I sent the request.

No, I never had any money on my account to buy stuff with. Although I got a couple of thise weird boxes that required a key to unlock them. But of course never unlocked them.

From the FAQ on limited accounts:
How can I gain access to all Steam features?

To access all features of Steam, simply do any of the following on your Steam account: purchase a game from the Steam store (It cannot be a gift for another account), redeem a Gift or Guest Pass*, complete a microtransaction, or activate a retail game on Steam.

* Access to features may be limited to the duration of the Guest Pass.


So according to valve that's how you get access to the following:

Sending friend invites
Initiating chat sessions
Voting on Greenlight
Participating in the Steam Market
Posting frequently in the Steam Discussions

Then the restrictions may not be against the two of you since you're both limited... Have you tried to add anyone else? Or go to the market and see if you can buy/sell something... if the sell button is greyed out then that means you're still a limited account.
