I just spoke to somebody who claims to have "Business Class Internet speeds of 16GB"
To my knowledge this is either pure B*** or he really does have these speeds, claiming to have downloaded a 6gb game in 3 seconds on his xbox one.

Has anybody else hear of insanely high speeds like this?

Google Fiber.

However...

claiming to have downloaded a 6gb game in 3 seconds on his xbox one.

This is entirely dependent on Microsoft's servers and how aggressively they cap download speeds.

Since it's Microsoft (and Xbox LIVE is pretty slow) I'd say that this:

is probably more accurate.

It's as simple as demanding a speedtest.net result or he's obviously lying.

What kind of network connector does the xbone have? I'd bet anything it's just a gigabit port which is just 125MB/s, not to mention the logistics of a mechanical drive being able to write data at over a gigabyte a second. That's enterprise grade PCIe SSD or RAID0x4SSD speeds.
