Why do people say the max a human eye can see is 60HZ?

I was seeing one of those TV's on display at bose store of something, I think it was like 12HZ and a 4K display with the avatar move on it. While the picture was amazing, the movement just looks unnatural, to be honest its to smooth. Not even real life looks that smooth. I don't see how you could watch regular tv like that on a daily basis.

Yeah I cant remember the exact specs of the TV, I was just passing through and watched for like a minute. Iknow it was a 4K display for sure, not sure about anything else but it was just kinda weird.
