Best CPU cooler for up to $50?

In my country, foreign products that cost more than $50 (Shipping INCLUDED) have a +100% import tax. I'd very much like to avoid that, which means I'll need it to have free worldwide shipping.
The best place to do this, in my experience, is finding it from an ebay seller in China/Hong Kong, or other asian countries, since they usually provide free worldwide shipping allowing me to spend more on the cooler.
For reference, I've got a i5 4670k. What cooler do you guys recommend? An Ebay link would be nice, but a namedrop is also fine, I can search for it myself.

Can't find that one for $50 with free shipping, and if it costs more than that the the price will jump over to $100 because of taxes.

Ah you're right, those free shipping listings are for U.S.

Well the Hyper 212 Evo should be fine but you probably won't have much elbow room using it on a Haswell. It's just the most standard, popular cooler around since it's cheap and better than stock. Some people would also suggest adding another fan to it to set up a push/pull airflow configuration. Not mandatory or anything, so I wouldn't worry about it.
