I'm kind of indifferent about the setting, just want the one with the best gameplay.

I'd probably go all in on DLC too so Shogun would include the Rise and Fall expansions.

I own Rome via a CPU promo thing, but have yet to play it.

I found all 3 versions of Shogun 2 to be excellent though.

I really enjoyed the more limited tech of Rise of the Samurai. It was much more condensed.

Plus I liked that the base level of a town had no walls so you just ended up with a bunch of dudes fighting over a hill.

Fall of the Samurai was cool too with it's heavier focus on firearms and the ability to launch naval bombardments during battles.

Of the two, I'd actually go with Rome 2 personally. It had problems at launch that were fixed with either patches or mods.

I'd still recommend modded Rome Total War and modded Medieval 2 Total War over either.

I'd say Shogun, simply because you'll probably be able to pick up a "goty" version with most of the DLCs included.

Rome2... they'll probably be releasing DLCs for a while, I imagine.

The best gameplay is ABSOLUTELY shogun 2: fall of the samurai campaign. Although I have no doubt it will be surpassed by a future rome dlc.
