Elpida chips have worse OC capability than Samsung and Hynix chips. Maybe it is related to the supply problem related to the accident in the Hynix factory that they can't supply that much for the time being. That explain why you find Elpida chips in many high end 780, including Lightning, Classified, and if the rumors were true, Poseidon too.

Elpidia on my r9 290x (overclocks fine too)

I have a r9 290x DC2 coming and I bet thats hynix.
