A good CPU definitely helps your minimum framerate which pretty much equals less drops but I have played much more games that are GPU heavy than CPU heavy meaning on a average paying $150 more on a graphics card will give you more of a performance boost than paying that much more for a better CPU.

To get back on point, I said nothing about a 770 not working great in 1080p. I play majority of games maxed at 60fps with my 680 with having to adjust AA settings on some of the graphically intense ones from time to time. I just hate when someone post about an obviously weaker card somehow being able to max out every game in 50/60fps when I know I can't with the same CPU overclocked and a much better graphics card. .

I had an 8 year old laptop that would run SCII at near max and never drop below 60fps unless you played 4v4, so I have no idea where you get that from. It's an extremely simple game to run.

The best you might have, then, would be Mobility 8800GTX and a Core 2 M series CPU.
