Comcast should worry about expansion and advancement of technology than bandwidth. Cloud computing like storage and personal servers starting to pop up and Microsoft rumors about next OS going be based on cloud.

Or even better they should see the average of users' bandwidth. Example there many customers that does about 10-20GBs per month while one does about 1000 GB. That just one. Face it they even show the average on the support FAQ. I don't get why do caps when few percentage of pirates or legit users take advantage of high bandwidth.
