Is it okay to get a new PC this year?

I mean, I'm outta the loop about processors and RAM. Are there any upcoming developments worth waiting for? Like new architectures and new RAM tech?

DDR4 will be out some time I guess?

There's nothing wrong with getting a new PC now, though.

ddr4, and the new nvidia architecture are coming. May be worth it to wait. But the next thing is always just around the corner, if you wait, you'll just keep missing the bus.

I would say wait for DDR4. That's why I haven't done a Mobo upgrade/intel switch yet.

When's DDR4 arriving en masse?

No clue. Q3 of this year is all i've found.Q4 would be a decent estimate for the masses.

It might be a long wait before the price/performance over just regular ram will be worth it though. Would be much better to just spend the extra it would cost on the maxwell gpu's which could possibly be a big jump the 700 series.

DDR4 will first come on the X99 chipset. That means it goes to the high end first. Intel said that Z97 is still LGA 1150 and will still be using DDR3. It will take another year or two for DDR4 to become mainstream, since the release price is going to be very high.

Yeah, I wouldn't bother waiting for DDR4 unless you really want to get high end enthusiast parts later this year. It won't be worth the cost if you're just gaming. It could be worth it to wait for Maxwell, though. Nvidia's new cards aren't that far away.
