Basically anything by Paradox is an amazing strategy game.

Also anything with XCOM in the title is usually a good bet.

Those two are top priority and while TC is at it, I think they have a CK2 sale on Gamersgate or somewhere (I forgot which stores has CK2 sale now). He might want to throw in the converter with that so he can play from CK2 to EUIV

Space Hulk is good, it got bad reviews because it's basically a remake of a board game, but if you never played the board game it's really worth it.

Skulls of Shogun is a interesting, very straightforward game that looks like a flashgame.

The Banner Saga is a beautiful and everybody loves it. I haven't played it, but it's in my wishlist.

Expeditions: Conquistador is possibly the most politically incorrect game out there, being that it's the South American equivalent of playing as Hitler, but it's a good game if you don't have a moral issue with the subject.

Blackguards looks pretty good, but it's more like a RPG with strategy elements.
