For 60FPS @ 4K, you need very beefy GPU setup. Think quad Titan Black SLI.
i don't think 24 gb of VRAM is necessary, I think 12GB would probably do the trick.
VRAM isn't the issue. It's the GPUs not being powerful enough to render games at that resolution.
