Is this build an exact match though? With a 120 gb SSD and 1 tb hdd? Also keep in mind that DS doesn't charge tax.

Yea, I need a case and an optical drive (for older games of mine) It seems pretty fair price and I like their cable management, very clean.

Yes, it would. Not part for part, but everything would be comparable. Newegg still doesn't tax WI. Maybe try to whip something up on ecollegepc.com. That's the only other place really worth looking IMO.

Alright cool I will look into that before i decide. Also, would i be able to use the Windows 7 install disc from my old laptop on a new pc? or is Windows 7 one install per pc?

One per PC, but if you lie to Microsoft and tell them you swapped out your motherboard they'll probably let you reactivate it. The catch is that it won't be a valid copy for the old PC anymore.

OEM copies of Windows that manufacturers use are tied to the computers they ship with. It's possible you could use the key in another machine but I wouldn't count on it. Retail or OEM copies bought separately can be transferred as long as they're only in use on one machine at a time.

Alright that would mean i will be needing a new copy of windows anyways, since i'll still be using the old laptop.

Is Windows 8.1 still terrible?

8.1 is still 8.1, whether or not it's terrible depends on personal opinion. Frankly aside from the jarring UI transition it's been an upgrade over 7 in ever conceivable way in my experience. YMMV.

Whats the major improvements? I never researched into Windows 8. Is there a good overview video on youtube?
