Whats a better choice? Monitor and speakers, or HDTV with built in speakers?

Trying to help out a friend of mine who just purchased a new PC, he doesn't have a monitor or speakers since he's coming from a laptop. Should he go with a monitor speaker combo or small HDTV?

He needs something no bigger than 24 inches. Could anyone suggest something? Budget would be i guess $200 or so.

A monitor is better than a TV even if you don't include the speakers.

But back to the question...most monitors come with speakers anyway so I really don't think the problem exists.

Response times, latency, color accuracy, not automatically scaling everything, etc. etc. etc.
