Friend needs a computer, $800-ish

Told him I'd help him pick out some parts and assemble everything. He already has a 1TB barracuda plus whatever random HDD was in his old OEM build so no need to include storage at this point, aside from maybe an SSD. His budget is "$800 to a thousand" so I figure $800-850 on just the hardware minus storage is a good ballpark. Feel free to list whatever you would build in that price range since I'm not sure exactly what he wants, the only thing he's said he wants is LoL at 60 FPS/maxed and for Star Citizen to be playable. The only thing I know about Star CItizen at this point is that Mantle support is planned but I have a hard time recommending an AMD card at this point due to the inflation, feel free to include it in yours though. Here's a few I came up with with various balances of parts. I'm not sure if Star Citizen will be heavily threaded or not so that's what the first two are for, multi and single threaded performance, respectively.

I'll probably tell him to get a 280x with this one if prices are fixed by the time he buys but I'm not expecting that, I get the feeling that's what will run Star Citizen best but again I know next to nothing about it.

He definitely has peripherals, just the tower sans HDD, feel free to include an SSD though. He does need windows but that's budgeted separately.

Not sure how much better of a build you're going to get for the price than this. The only thing I can think I changing is if you wanted to save $10 after rebate you can get an overclocked version of the Geforce 760 but it's PNY which is an ok brand but not the best.

I'm not going to suggest parts but I would suggest taking the money from the SSD and using it on better components in other places. Tell him to get the SSD down the line if he feels like loading times are getting him down. It's a nice item, but I'd say it's more of a luxury.

I wasn't saying to include one, I didn't include one in any of the three builds I came up with. I'm a fairly experienced builder as well as knowledgable on parts but it's always good to ask for more opinions, this was just "What would you recommend to a friend for $800", at least that was my intent. Also, like I mentioned, I'm not sure exactly what he needs so someone more knowledgable on Star Citizen might know exactly what's needed though i'd be surprised if the game is that far along yet.
