What causes is this? bottleneck?

I'm new to PC btw and just curious.
In "next car game" tech demo you can shoot/create objects when 100+? objects are created FPS slows to single digits but CPU and GPU usage are only at 25-30% and using less than 1/2 of VRAM and System RAM. So I'm just wondering where the bottleneck would be.

Single-threaded physics engine, I'm guessing? Ie, once it maxes out one cpu core its work can't be spread out to any of your others.
