The game is FPS locked at 30. You probably can run it just fine.

the system requirements are total BS since the game uses hardly any resources. You can probably run it well.

I have an A8-3500APU with a discrete Radeon card in it (forget which), and I have no trouble running it. I'd say you should be able to as well as my laptop was about $600 new a few years ago when I bought it.
