Why can't they have a Batman game with a completely Open-world Gotham City?

I wouldn't find it too far fetched for the batmobile to have that anti-collision radar stuff. That could keep you from running over peds and smashing into buildings.

As for the beating up civilians, just make it to where you can't lock on to them, make them take no damage from Bat's attacks, and have them be slightly faster than him, even if that doesn't make much sense. I haven't really played the Arkham games but does the city love him in that universe? They could always start running the second the batmobile pulled over as well, even if it's just because they know that means something is about to go down.

Because open world and story pacing are nearly completely at odds with each other. Arkham City should've taught you that.

Such a giant waste of development time, one of the most overrated element of any game. Such an illusion of size and content.

True, GTA IV's world wasn't as big as GTA V and San Andreas but its still the much better game.
