There is a bios update available which I am installing right now, I'll let you know if that works.
Yes I do plug in both the 8pin and 6pin connectors from the psu
And
No I don't know if it works in another PC, I have no other PC to try it out on

Well, if it's still a no go after the bios update I'd be thinking it's probably a bad card at this point. Trying it on another computer's certainly the fastest way to verify that but either way it's probably about the point to be hitting up the seller for return or manufacturer for warranty.

So I did the bios update and now the PC won't turn on even with the other card ... It is stuck in a loop of 'your PC has run into a problem and needs to restart'

Well that's a Windows problem so you're getting past the bios screen, at least, my guess would be the bios update changed some setting that's preventing Windows from starting due to it...

Check if your hard drives mode in the bios is set to IDE or AHCI, if it's the later change it to the former.

If that's not it try a CMOS reset.

So I did a fresh windows 8 install and now everything appears to be working fine ... including the new graphics card ... I guess I should have done that to begin with

Thanks for the help everyone!
