It's been on sale. Daily deals and holiday sales.

It's up to the company (Konami) to change pricing. Some companies do, some don't. There's some older games on Steam that are still pretty expensive because of this but they do go on sale. You don't get the stupid cheap price some games get but it at least makes it palatable.

I know it's not the best silent hill game but it has tons of atmosphere and I liked it on 360 a year ago. I bet it's pretty on pc

I remember having some very irritating problems with the PC version when it came out (several glitches, FPS capped at 30, and random crashes to desktop which led me to finding out that no official patches had ever been made for the game). It's pretty good in terms of story, atmosphere and combat, but I would recommend playing it in a console if it's possible for you.
