You can use any .exe on you PC through Steam, as far as I know.

It technically doesn't even need to be an EXE, as you can enter command line straight into it.

Unless the emulator has a user interface completely adapted to be used with a controller (and I don't know even one emulator that has that), it's really pointless.

EDIT: Sure, if you use one of those frontend custom UIs, it might just work.
