Electric, water, and trash is included with the place I'm living in. While such housing establishments usually aren't located in the best neighborhoods they do exist, and unless they charge overage fees for electricity usage beyond a certain point (mine doesn't) you can ignore your electricity usage while living in them.

While technically true one can make the same argument for RAM as one can make for a gun, condom, axe, knife, bottle of super glue, or thermonuclear weapon. It's better to have it and not need it than to need it and not have it.

Unused RAM is wasted RAM. It's windows slowly caching things you've used on that boot so it doesn't need to keep loading the same data off your drives.

The difference is a house requires cleaning to replace the empty space, it has no potential when it's full. A PC's RAM has potential for storage with cached files taking up space, when it comes to RAM, space you could fill with cached files but choose not to is horribly wasted and there's no point having that amount of RAM.
