You say "by" not "ex". Nineteen-twenty by ten-eighty, for example. For ratios you don't have to say anything for the colon. Sixteen Nine is fine.
Two to One ratio?

That's another way to verbalize ratios but in the case of aspect ratios you don't have to express the colon that way. Both ways are acceptable.

1920x1080 - ninteeen twenty by 1080 (or 1080p)

Dimensions are separated by "by," and ratios by "to," but every tech person I've ever hung around always said "sixteen-nine" (or "four-three" back in the day,) so I do too.

I think that despite it being a ratio, in the film and video industry, you hear "by" a lot.

So if something has a 16:9 resolution, you say 16 to 9 resolution?
