1998 definitely.

Baldur's Gate II

I would take any of those over any of the games mentioned for 1998 thus far. (Except SS2, which as mentioned, is not from 1998.)

Not my favorite, but you could also throw FF9 in there.

(Also, Bible Black was evidently released in 2000. So, um, there's that.)

1998. It isn't even arguable. The amount of greats that came out this year is staggering. Even if they aren't all the best in their series, a lot began in '98.

Considering how many of those games were bested by their sequels or are otherwise not even remotely close to being considered classics, I would say it's quite "arguable." Stop trying to be an authority.
