So it's running Vista, and Windows is hosed. It needs wiped. He has no recovery disks and it does not have a recovery partition.
It has the windows product key right on the case. How do I use my computer to create a recovery DVD?

Download windows vista from the official microsoft website and burn it to a DVD, boot it up and use the recovery option.

Make sure you download the correct version of windows.

I recently tried to install vista 64 but only had a 32 bit DVD. The only place I could find a ISO of vista, 32 or 64, was on a file sharing site. Microsoft and digital river links were broken. As long as you have a valid key, any ISO should do.

Those are what I tried first and got file not found for each one.

There's your problem. Install 7 or 8 and it'll be fine.
