Windows 7
i7 3770
nVidia 670 GTX 2GB
256MB SSD

Worth it to upgrade, or wait for the price to drop. I noticed my system was a tad sluggish the other day when it notmally isnt. I usually run Dual monitors and multitask.

Just to be clear, you currently have 16 GB of RAM and you're asking whether an upgrade from that would be a good idea? Whether or not you need more depends entirely on what you're doing... that your computer got a "tad sluggish the other day" is too vague to make any conclusions. If and when that happens again, you need to take a look at your memory utilization in Task Manager (or a similar utility). If you're not at 100% memory utilization, then you don't need more RAM... pretty simple.
Using dual monitors has no impact on RAM utilization.
Also note that if you're using Windows 7 Home Premium, you cannot use more than 16 GB of RAM.

16gb and you need more?? your ram had nothing to do with your sluggish performance unless you were encoding video whole playing a game while having 20 tabs open while watching youtube while watching japanese American and Brazilian porn all at once. Even then i doubt you'll need more ram.

I still have 4gb and I barely encounter any sluggishness.

If you have Windows 7 Home Premium, I'm pretty sure the most you can actually use is 16GB

Anything less than 256GB and you might as well just buy an Xbone.
