Even on a military base the internet is through a public ISP.
Just because the ISP is public doesn't mean you can't monitor your own PRIVATE network. Once the signal gets in, it is yours to do whatever you want, with a structure as large or complex as you need it to be.

When I was in the military, all of 10 years ago, the "external" computers weren't locked down all that tightly. Surfing GameFAQs and playing MUDs was by no means out of the question. Granted I never tried looking up porn, but then again I never felt the need to while I was on duty. Heck, the machines were so not locked down that one of the jobs I had was writing up some software to report modifications to the file structure compared to a list from a "clean" ghost.
Any device connected to one, cannot be connected to the other two. If any "cross contamination" happens, it's a security incident and you put your rank on the chopping block. Installing programs is impossible. You have to call in a user with god rights, of which I think my base has like 3, to do that. The only outside storage devices that can be used with a networked computer (one with NIPR/SIPR access) are CDs/external HDDs that have been approved for the level of network you're on and only that level (no NIPR on SIPR and no SIPR on NIPR). Storing non-work related files on one of those is a security violation.
Anyway, comsec yo. Stuff's serious.

Also, I may be wrong, but I believe TC was the one who seemed quite proud of the fact that his parents were paying his rent/had a butler in some random thread some time ago...I guess they finally put the kaibosh on that little deal, hence the military.
