Sure there is, it's the difference between hipfiring and aiming.
No, you're always "aiming" in CS. Your first shot is almost always dead on, after about 3 shots you need to start controlling the recoil. Unlike most modern games the recoil on guns in CS is a bit extreme. Firing a gun full auto doesn't work, and most of the time will get you killed.

Iron sights have been poorly implemented in most games because devs treat it as "press zoom to make your gun laser accurate". They seem to be trying to make the game seem 'realistic' when most of the other aspects of said games are dumb and gamey anyway. CS doesn't bother with ironsight mechanics and is 1000% better off for it as far as it being a better game with a higher skill ceiling. The only exception I can think of is maybe RO/rising storm as far as implementing iron sights and zeroing.
CS rewards smaller bursts and anticipating recoil, which makes far more sense to me than "ADS and paint a laser of bullets where you need them" --- Irony is a maginot line drawn by the already condemned
