what would cause my upload to spike up like this?

nothing is being shown uploading that much in the resource monitor

I wouldn't be concerned about a 50 kbps spike occurring over a few seconds... it could be anything really.

that speed measure on rainmeter is in kilobytes you silly, also to note when i load websites it uses all my upload speed which causes my ping to spike to 500-1000

max speed of my internet is 1.15 down 0.15 up mbps

Okay, so I wouldn't be concerned about a 13kB/s spike, I would hardly call that a spike, and it could still be anything, really.
