Sounds about right. Manufacturers advertise with 1000's (1000 bytes to a kilobyte, 1000KB to 1 MB, etc) while windows reads in 1024's (1024 bytes in one KB, 1024KB in one MB=~1,050,000 bytes vs 1,000,000 as the manufacturer would list it). Combine that with a bit of space reserved for formatting and there ya go.

Usually says right on the packaging they're using the base ten definition. If you'd plugged it into a Mac or a modern Linux based OS it would read as 16GB
