4/5 on amazon/newegg, so it's probably good.

For that money, though, I would try to get a 1440p monitor.

I'd say it's good for it's low display lag of 09 ms, but everything else is crap. It's a FPS gaming monitor, competitive stuff.

If you want it for games involving lag issues then you could check this site:

It's all about display lag for games.

What are you talking about? It's an IPS monitor, first of all, which disqualifies it from being gaming/competitive anything. As far as IPS monitors go (at least at the entry level like here), there's nothing wrong with it.

would it be better to get a higher than 5ms and 60hz and get a 2ms 144hz monitor? is it really a noticable difference?

For that price, you can get an Asus VQ248QE, which is a popular 144 Hz monitor. If your computer can play games above 60 fps, there is a definite difference. But it's not an IPS panel. It really depends on what you want.
