Is there a program that can format a 3TB HDD?

I'm told it's a complicated process to configure Windows 7 for 3 TB HDD but ppl say there are programs that can do it for you.

Windows can do it in disk management.

When they talk about it being complicated, they generally mean if you want to make it a boot drive while not using UEFI. That's a pain in the ass. For a data storage drive though you should just be able to, as said, use the Windows disk management.
Some roads you shouldn't go down because maps used to say there'd be dragons there. Now they don't, but that don't mean the dragons aren't there.
