Does most pc games have a dmr?

A huge reason why I like consoles that I can sell game once I finsh but, Im hearing most pc games are drm'd

And yes, virtually all PC games are tied to one drm platform or another.

The games are still tied to your account so if you sold the game, you'd be able to download it again... So I think the answer is no.

They do have a money back guarantee if the game doesn't work, but they're going to make you work to prove that the game doesn't work first...

PC games are digital. That's why you can't sell them when you're done, even when they are DRM-free.

PC games also become so cheap you won't need to sell them when you're done.

You can still potentially reassign (read sell) ownership of the license to play that game. My mistake for not making that explicitly clear.

Nope, reselling used games is pretty much not a thing anymore on pc. It's part of the "social contract" between pc gamers and publishers - we get cheaper games plus way earlier and deeper discounts and in return the publishers don't have to deal with used sales.
