Is Team Fortress 2 the most popular fps ever?

TF2 is definitely played by more people than CS. CS has always had more dedicated players, while TF2 (since F2P) has had more numerous people who played it less dedicatedly.

but CoD and Halo are more popular than both

Objectively false.

reread the whole comment and extrapolate

CS could have 200k unique players per week while TF2 could have 500k unique players per week and those stats you linked could look the same

TF2 has a casual spectrum that CS lacks and most certainly has more players who don't play as regularly on average as CS players do

it shouldn't have taken 20 posts for this to be brought up

Nobody cares about that casual spectrum. If we included ever person who has ever played TF2, it would clearly win, but that's a useless metric.

At best that's a hypothetical, considering CS still has SIGNIFICANTLY more players per day and per week than TF does. Source: http://store.steampowered.com/stats/?snr=1_steam_4__110

CS absolutely does have a casual spectrum. It's obviously not the main appeal but I've never had to wait more than a couple seconds when joining a casual match.

True.
It's the best "real" game when you want to kill 20mins.
You instantly join a game and you can leave whenever you want.

This topic is about popularity. The casual spectrum is the core of popularity.
And I'm not talking about everyone who's ever played, I'm saying there's [probably] more people out there who would consider themselves fans of TF2 than CS (or in other words, more unique TF2 players per month than CS)

and again, both games are dwarfed by CoD and Halo

Lets go with the 100% accurate Xfire rankings http://puu.sh/9DQTx/3709f50cbc.png

2 questions:-
1) how are they obtaining their data?
2) how are they 100% accurate when they do NOT have data pre-2003, particularly when CS WAS at it HIGHEST peak of popularity?
