I hear that response time shouldn't be a determinant, because they are often unnoticeable and the measurements themselves differ from manufacturer to manufacturer, is there any validity to this?

The same crowd espousing the "latency doesn't matter" also spout off nonsense like 30FPS is the most the eye can see.

Of course it matters. It's not the ONLY thing that matters, but you want the lowest latency possible. 5ms is good and is pretty standard on IPS panels.
