I assume that "Full On" and the higher the level means stronger fans correct?

So, the ASRock UEFI Setup thing has the following options for fan speeds/power:

Full On/Automatic/Manual <- I assume Full On is the strongest choice in terms of maximum cooling? Does Manual mean I can use my tower's fan control nobs? Automatic is pretty self-explanatory.

Levels 1, 2, 3, 4 <- I assume the higher the level the better for cooling?

Oddly, those are all for fans, but they are separated by that distinction, some fans have the upper selections, and some fans have the levels. So Fan 1 for example has the Full On/Automatic/Manual, but not the levels, where as Fan 3 has the inverse. I just thought this was weird :i.
