This is the build I would make if my budget was that low, but im not exactly sure how to fit Windows without sacrificing Intel.

I recommend G3258 over any i3 especially with Z97 mobo.
You can overclock to 4.5ghz and also it would save you $50.

Cut down the above build a bit, Still doesnt have windows though. but i did manage to get it under $500

Edit: Might be able to get it lower if you Ditch the GPU and use a higher end APU from AMD.

The best "help" he could get is to be told to up his budget by about $200.

$500 is going to get you in the door, but it's not going to get you in the VIP section.

Very much this.
$500 is the bare minimum I'd spend and you're still going to be making sacrifices on the most important items and will require more drastic and expensive upgrades much sooner.

$700 will get you good quality components that will last you for years and will likely only require a GPU upgrade a couple year down the road to keep it going longer.
