Comix Zone, where most enemies do feel almost like mini bosses, like you need to know how to handle each enemy type because they have a lot of health and you only have one life (or at least I remember you only gettine one life.)
Space Quest series, it's a point and click adventure series, but it was Serria, and they were infamous for killing the player constantly. In the first game, you get a gun at the end of the game, and it's just as hard as it was when you had to avoid enemies. Why would anyone say Dark Souls? It has the powerful requirement, not the smart one. All you is walk up, back roll, repeat on every single enemy. Or just spam Soul Arrows which tears through everything the entire game before anything can touch you.
