Did you ever see the windows 8 video where the devs talked about how hard it was to change that message?
They had to find someone that knew where the code was and how it worked so they could change it.
They put more effort into changing it, then it would have been to just remove it entirely and let the user limp on, or, how about automatically reloading failed drivers so at least the user gets a chance to save their work.
