Reformatting question

My computer hasn't been formatted in over 3 years (running Windows 7) and I'd like to try a fresh install. I'm curious how often people wipe their drives though, I know I'm not doing it nearly as frequently these days as I was back in the Windows XP era. I'm worried my sluggish compy might be due to a hardware failure rather than hosed software. Finally, I don't use a SSD currently, would it behove me to buy a small one for faster boot times?

If your PC is running fine and normally I wouldn't worry about a reformat.

Last time I reinstalled Windows is when I got my SSD which was a year or two ago. Other than major hardware changes I don't format often.
