The HD 7950 I just got will not show any video. Why?

I just got a Powercolor PCS+ HD 7950 3GB video card and it won't display anything. The PC turns on and all the fans in case and the video card comes on, but no video.
I even put back in the previous card and deleted all the display drivers even though it was the newest AMD drives, and then put in the new card and still it won't show any video.
Help please.

if you have another mobo or pc stick the 7950 in to see if anybody's home.

Nope it's the only pc I have my HD 6770 worked, so why not the 7950?

See if your BIOS is set to UEFI or Legacy.
