What is the purpose of motion blur in video games? Turn it off.

Motion blur makes motion look smoother when it's done right. Many games have it scale down with framerate (L4D2 comes to mind), and it looks really good in those games.

Motion Blur is the first thing I switch off in any game.

If other games done depth of field and motion blur like Arma 3... where you have the option to set what kind of blur/ depth of field and how much you want. I turn out a little bit of blur, and a little bit more when looking around, as long as it isn't too much but better than panning around seeing everything crystal clear.

I always turn depth of field and motion blur off
They look terrible and serve to make the game look worse.
