Would an FX-6300 bottleneck an HD 7950?

Hey guys, I built a computer for a friend about a year back, and he's getting some bad performance issues. He bought ARMA 3 today, and even on the lowest settings, only runs at about 10-15 frames. He also has trouble with Battlefield 4 and Counter-Strike: Global Offensive. My only idea would be that the FX-6300 is bottlenecking that 7950, but I could be wrong. Any suggestions?

Arma 3 is very hard to drive, yes your CPU is bottlenecking the game, but even a top of the line processor can not run THAT game at 60 fps.

I have an fx 6300 with 7870

and can play arma 3 with most settings set to high at around 40-50 fps

That's really odd. I told him that I was gonna head over there tomorrow, take a look on the inside, see if anything was up just incase there is. If not, what should I do?

I'm kind of tired of these topics. Most of the time there is very little bottleneck and if you don't know, do this:

Download + Install MSI Afterburner
Run It
Run Your Game
Look at MSI to see the GPU usage
***If it isn't 100% then you're bottlenecking

It's not my computer though. On top of the fact, he's not a computer type of person, so he's not gonna know what he's looking at anyways.

None of the previous topics were argumentative and all of them turned into several pages off topic discussion about AMD vs Intel. You can refer to any of those for walls of text on the subject.
