Would an FX-6300 bottleneck an HD 7950?

Can't speak for ARMA 3, but the CPU will always be the bottleneck in CS:GO unless you running a really crappy graphics card. But an fx-6300+7950 should be running it at 120+ fps easily.

Then why ask for suggestions? What he suggests is the best way to check. You could also try turning down the resolution an increment at a time; if the fps doesn't increase, it may be a sign of a cpu bottleneck.

Make sure the card is physically installed correctly, and the power supply is sufficient as well.

10-15 fps is really low even for a 6300. Something is not right.
