I've always had that problem--it only uses 40-55% of my CPU and about 40% of my GPU yet it has huge dips from 60 FPS to 20 FPS. It's part of the reason that I don't play it as much as I used to. It happens less frequently in the SP portion but it does still happen.

Terrible engine.

BTW--I did use the game launcher properties as outlined by many people on the Bohemia message boards--same issue.

Yeah, most of these launcher properties don't do anything at all.
One problem is that ARMA doesn't have a built-in benchmark tool, so people change launcher properties or other options, play for a a few minutes and "feel" like it helped so they go online and post about it. The official forums are filled with those placebo solutions, with several people swearing that it doubled their FPS, yet they demonstrably don't change anything on a thorough benchmark.

In that case, that's downright good for a hyperthreaded hexacore. Means the game is using more than 6 threads effectively.

Well, it's not really a high budget game, and is pretty ambitious. I'd be surprised if it did run well.
